Emergency Operations in the Carolinas
Hurricane Helene caused widespread catastrophic damage and numerous fatalities across the southeastern U.S. in late September 2024. When the storm struck the Carolinas, ATCO Frontec USA mobilized rapidly in support of FEMA’s response efforts. Within 24 hours of notification, we were on the ground assisting the National Guard and local residents.
Over the course of the mission, we activated 31 sites to support ongoing response and recovery operations. We deployed mobile assets—including laundry, shower, and restroom units—to serve rotating waves of field personnel such as utility restoration crews, emergency services, and law enforcement. We also provided food services to support the teams.

These assets were strategically positioned and continuously adjusted as mission needs evolved across the affected regions. Our operations in South and North Carolina demonstrated our ability to execute flexible, large-scale field support missions under compressed timelines.
Using conservative estimates based on FEMA planning standards, our deployed assets had the capacity to support approximately 14,000 people per day across all hygiene services. This capability was sustained throughout the mission to ensure uninterrupted support for essential personnel operating under emergency conditions.
Operations were demobilized in South Carolina in October 2024 and in North Carolina in May 2025.
